This book is an Affidavit. Every word of it is true, sworn, and on the public record. I, Robert Edward Broe, have set my hand to it because I have come to know, through years of study and through the bitter education of paying what was never owed, that I and millions of my countrymen have been the victims of one of the longest and most carefully constructed frauds in the history of the world. It did not begin in my lifetime.

It began nine centuries ago, in the courts of medieval Europe, where the first income tax — called Peter's Pence — was collected by the Dominican Order as a special tithe to pay for the Crusades. The mechanism was the same then as it is now: a tax called voluntary while being collected under threat; a confession required along with the payment; an annual due date of April 15; and an enforcement body answerable not to the people, but to the Church of Rome.

What I am about to tell you is not theory. Every statement in this book either originates in my own experience, or is supported by the published record of statutes, court rulings, Congressional acts, IRS internal manuals, federal regulations, and the certified state-by-state ratification documents painstakingly assembled by men like Bill Benson, who paid for the truth with their freedom and, in his case, with his life.

I have written it in story form, as the journey it actually was — the journey of an ordinary working man who paid a significant portion of his wages every year of his working life under the belief that he owed them, and who eventually learned that he never did.

If you are an American reading this and you are not a federal employee, not a federal dependent, not the operator of a chartered federal corporation, and not engaged in the manufacture, sale, or transport of alcohol, tobacco, or firearms — then almost certainly, you do not owe the federal income tax either, and you never did.
